The Secretary must set priorities for agricultural research, extension, and education programs the Department runs or funds. The Secretary must ask for and consider advice from people who do or use agricultural research, extension, or education. Starting October 1, 1999, each 1862 Institution, 1890 Institution, 1994 Institution, and Hispanic-serving agricultural college and university must have a process to get input from those users to receive formula funds. The Secretary must create rules that say what those processes must do and what happens if a school does not follow them, which can include holding back or moving funds. Whenever possible, the Secretary should make federal work link research to sharing and using results, encourage regional and multistate programs, and use multi-institution and multi-purpose approaches and the best-equipped facilities.
