Title 7 › Chapter CHAPTER 107— - RENEWABLE ENERGY RESEARCH AND DEVELOPMENT › § 8115
The Secretary of Agriculture, working with the Secretary of Energy, must give competitive grants to qualified nonprofits and colleges to teach people about two things. One is the economic and emissions benefits of permanently storing or using carbon dioxide that comes from making biobased products, with a focus on helping rural businesses, rural communities, and rural utilities. The other is teaching farmers and others how to combine organic wastes from different places into a single biogas system. The law defines carbon dioxide here as CO2 made as a byproduct of making a biobased product. An eligible group is a 501(c)(3) nonprofit or a college that knows about CO2 storage/use or joining organic waste into biogas and can run education and technical support. Congress set aside $1,000,000 each year for fiscal years 2019 through 2023 for the CO2 education work and $1,000,000 each year for fiscal years 2019 through 2023 for the biogas education.
