Owners, masters, agents, or consignees of vessels from foreign ports must pay extra compensation to the Attorney General, who pays it to immigration officers ordered to report and who did so, even if no inspection occurs. This excludes regular scheduled international crossings (ferries, bridges, tunnels, aircraft, trains, Great Lakes vessels).
