The Service may use its appropriated money for undercover investigations to lease space in the United States and its territories, set up or buy and run fake companies, put operation funds in banks, and use money earned by the operation to pay needed expenses. These actions can be done without following certain usual federal rules about leasing, buying, and handling money. When the operation’s money is no longer needed, any leftover funds must be sent to the U.S. Treasury as miscellaneous receipts. If a cover company worth more than $50,000 will be sold or closed, the Service must tell the Attorney General, the Director of the Office of Management and Budget, and the Comptroller General in advance, and the sale money (after debts) goes to the Treasury. The Service must do detailed financial audits of closed undercover operations every three months and send the results to the Deputy Attorney General.
