Within one year after October 26, 2001, the President must create a commission to monitor the protections in section 1721(c)(3), oversee the system in section 1722, and report yearly to Congress. Nine members, appointed by the President: one Chair and eight from a joint list by the Speaker, House Minority Leader, Senate Majority Leader, and Senate Minority Leader. The commission must review privacy, security updates meeting accepted standards, ways to fix data errors, and safeguards, including recommending changes to laws or regulations to punish misuse. Funding may be appropriated as needed.
