The Attorney General may hire and set pay for scientists, technical staff, engineers, and other analysts needed to build and run the interoperable electronic data system called the Chimera system. Except where another law says otherwise, no such employee may be paid more than the rate for a position at level III of the Executive Schedule, and total payments must follow section 5307 of title 5. Within 90 days after May 14, 2002, the Attorney General must send an operating plan to the Senate Committees on Appropriations, the Judiciary, the Select Committee on Intelligence, and Foreign Relations, and to the House Committees on Appropriations, the Judiciary, the Permanent Select Committee on Intelligence, and International Relations. The plan must say how the authority will be used and list any title 5 provisions being waived. The hiring authority ends when the Chimera system is implemented.
