Require the Secretary of State and the Commissioner of Immigration and Naturalization, working with the President’s Homeland Security adviser, to study different ways — including costs and steps needed — to get Canada, Mexico, and U.S. visa‑waiver countries to create a shared, compatible electronic network. The network must give real‑time access to law enforcement and intelligence needed by the State Department and immigration officials to check visa applicants and people seeking entry and to spot those who are inadmissible or removable, and it must work with the U.S. system under section 1722 and meet the technical standard in section 1722(a). The Secretary of State and the Attorney General must send a report with the study’s findings to the appropriate committees of Congress not later than 1 year after May 14, 2002.
