Grant Funding Size and Duration

Who Can Apply for NACTEP Grants
Eligible applicants are federally recognized Indian Tribes, Tribal organizations, Alaska Native entities, and Bureau-funded schools (but Bureau-funded secondary schools may not apply for general education programs). Applicants may apply individually or as a consortium.
No Matching Required but Supplanting Rules Apply
NACTEP does not require cost sharing or matching, so applicants do not have to provide non-Federal funds to get a grant. However, NACTEP funds may not be used to supplant non-Federal funds or to replace Federal student financial aid, and grantees must follow supplement‑not‑supplant rules.
Student Stipends and Direct Assistance Allowed
Grantees may provide stipends and direct assistance (tuition, dependent care, transportation, books, and supplies) to students participating in NACTEP projects who have acute economic need, but stipends must not exceed amounts the Secretary prescribes and such assistance must supplement, not supplant, other non-Federal sources. The Department notes it does not expect a majority of a project's budget to be used solely for direct assistance.
Indian Preference for Hiring and Contracts
Awards primarily for the benefit of Indians are subject to the Indian Self-Determination and Education Assistance Act hiring preference: grantees must, to the greatest extent feasible, give Indians preference and opportunities for training and employment and give Indian organizations and Indian‑owned enterprises preference for subcontracts and subgrants.

The Department of Education opened FY 2025 applications for the Native American Career and Technical Education Program (NACTEP) on January 7, 2025.
