Summary

HRSA is asking for public feedback on a new survey to check which home visiting programs for moms and young kids qualify as evidence-based under the Maternal, Infant, and Early Childhood Home Visiting (MIECHV) Program. This helps make sure families in at-risk communities get the best support possible. Comments are due by March 10, 2025, and the survey won’t cost much time or money for those involved.

Some Models Could Lose MIECHV Eligibility

Any HomVEE-listed evidence-based model that does not meet MIECHV statutory requirements will not be eligible for use by MIECHV funding recipients and may continue only through the currently applicable period of performance; eligible entities will be expected to propose projects using models approved for MIECHV implementation in future funding awards.

New Service Standards: In-Person Visit Requirement

The MIECHV statutory requirements include that models must support at least one in-person home visit for each participating family during each 12-month period of enrollment and that training standards for virtual service delivery be equivalent to those for in-person delivery. These requirements will be applied when HRSA determines model eligibility.

Model Developers Must Complete HRSA Survey

HRSA will send a standardized survey to home visiting model developers to determine if their models meet MIECHV statutory requirements. As of November 20, 2024, HomVEE lists 24 models; developers will have 30 days to respond, and HRSA estimates 24 respondents will each spend about 3 hours (72 total annual burden hours).
