Native Hawaiian CBOs Eligible for Grants
If you are a community-based organization that primarily serves and represents Native Hawaiians, you may apply for NHCTEP discretionary grants. Applications are available January 8, 2025 and must be transmitted by February 7, 2025; the Department estimates $3,800,000 is available in FY2025 with estimated awards of $150,000 to $650,000 per 12-month period and an estimated 6–8 awards.
Stipends and Direct Student Help Allowed
Grantees may provide stipends to students enrolled in CTE who have acute economic need (defined as income at or below the national poverty level) and may provide direct assistance like tuition, dependent care, transportation, books, and supplies when those costs are needed to address barriers to participation. Stipends must not exceed reasonable amounts as prescribed by the Secretary, and any direct assistance must supplement—not supplant—non-Federal sources.
Open Licensing, Reporting, and Performance Rules
If you receive an NHCTEP grant, you will generally be required to openly license grant deliverables to the public and have a plan to disseminate them; you must also meet reporting requirements and submit semi‑annual and annual performance reports tied to measures such as graduation rates, postsecondary enrollment or employment, recognized credentials, and participation in work‑based learning. Open licensing and reporting requirements apply unless an exception applies.
Limits on What NHCTEP Funds May Pay For
NHCTEP funds may not be used for the education of students prior to the middle grades (grades 5–8) and must not be used to replace non‑Federal funding or Federal student financial aid. The notice cautions grantees that they generally may not use NHCTEP funds to supplant non‑Federal funds for child care or other family assistance that was previously available from non‑Federal sources.
Contracting/Subgrant Agreements Required
If an applicant will pay one or more educational entities to provide CTE instead of providing it directly, the application must include a written career and technical education agreement describing responsibilities and signed by appropriate officials. Grantees may award subgrants only to institutions of higher education, nonprofit organizations, or local educational agencies that were identified in an approved application.
