Final Rule Strengthens Program Requirements
The final rule updated the Section 184 Program to add eligibility and participation requirements for lender applicants, direct and non-direct guarantee lenders, holders, and servicers. It also established underwriting, closing and endorsement rules, stronger servicing requirements, rules for claims paid by HUD, and standards for monitoring, reporting, sanctions, and appeals.

HUD is giving Tribes, lenders, servicers, and other Section 184 Program participants more time to prepare. The compliance date for the final rule is extended from March 1, 2025, to December 31, 2025 so stakeholders can update paperwork, systems, and policies.
