Notify to Start Asymmetric FM Digital Service
On September 24, 2024 the FCC adopted rules that let FM digital stations begin asymmetric sideband operation by filing FCC Form 2100, Schedule 335-FM instead of applying for an annual experimental authorization. The FCC says using a notification will be simpler and less expensive for licensees and will remove the prior annual experimental-authorization requirement, which the agency expects will incentivize more stations to adopt digital FM operations.
Timing and Filing Requirements for Power Changes
Under the new rules, a digital FM station may commence asymmetric sideband operation upon filing Form 2100, Schedule 335-FM and may continue such operation unless the Commission notifies otherwise. Stations must file Schedule 335-FM within 30 days after discontinuing asymmetric operation or after decreasing total digital effective radiated power (ERP) from above -14 dBc to -14 dBc or below; stations operating with total digital ERP between -14 dBc and -10 dBc must attach an exhibit using Table 1 to Sec. 73.404(f).
