Cable Royalties Delayed: Feds Forgot to Finish the Forms!
Published Date: 2/28/2025
Rule
Summary
Cable and satellite companies must follow new rules for reporting royalties, but the deadline to start is now August 29, 2025, not March 1. This gives them more time to use updated forms and instructions that the Copyright Office is still preparing. These changes help make sure royalty payments to copyright owners are accurate and on time.

SOA reporting deadline moved to August 29, 2025
If you are a cable operator who must file a Statement of Account (SOA), you must meet the reporting obligations published at 89 FR 100348, 100350–100356 by the August 29, 2025 filing deadline instead of March 1, 2025. The SOA due on August 29, 2025 covers the January 1 through June 30, 2025 accounting period.
New SOA form and instructions delayed
The Copyright Office is preparing a new Statement of Account (SOA) form and new instructions to reflect the December 12, 2024 final rule, but those materials will not be available before the March 1, 2025 filing deadline. Because the form and instructions are not ready, the Office adjusted the compliance requirement to the August 29, 2025 filing deadline.
