Mandatory reporting if $500,000+ foreign revenues

If your U.S. airline business had total covered foreign revenues or covered expenses of $500,000 or more in the previous year, or expects $500,000 or more in the current year, you must file the BE-37 survey. This applies to operators engaged in international passenger transport, U.S. export freight, or transport between two foreign ports.

Quarterly filing deadline and BEA notice

BEA will mail notice to each U.S. person required to respond, and reports must be submitted within 30 days after the end of each quarter. U.S. persons not contacted by BEA have no reporting responsibilities.

Data required, filing methods, and 5-hour burden

The BE-37 survey asks for U.S. airline operators' foreign revenues and expenses and the count of passengers transported to or from the United States. Reports can be filed online at www.bea.gov/efile or submitted by mail or fax, and the estimated public reporting burden is 5 hours per response (OMB control number 0608-0011).
