Airlines Get Extra Time on Foreign Cert Rules

Published Date: 3/11/2025

Rule

Summary

The FAA is giving airlines more time to follow a new rule about foreign air operator certificates issued by regional safety groups. Instead of enforcing the rule right away, they’re delaying action until March 20, 2025. This helps airlines and officials get ready without rushing, with no extra costs or penalties during the delay.

Recognition of Regional Safety Oversight Certificates

The FAA's final rule (published December 17, 2024 and effective January 16, 2025) allows the FAA to review and, if acceptable to the Administrator, recognize as valid air operator certificates issued by a Regional Safety Oversight Organization when the State of the operator is a member. This recognition is for the purpose of evaluating foreign applicants for operating specifications.

Enforcement Delay Until March 20, 2025

If you are a regulated air carrier covered by the FAA's December 17, 2024 final rule, the FAA will not take enforcement action for noncompliance with that rule until March 20, 2025. The final rule became effective January 16, 2025, and this notice—dated March 11, 2025—delays enforcement until March 20, 2025.
