Meeting Will Be Videocast Live
The National Heart, Lung, and Blood Advisory Council meeting will be held virtually on April 23, 2025, with the open session from 10:20 a.m. to 3:00 p.m. You can watch the videocast on the NIH Videocast site or the NHLBI advisory council webpage; the videocast link will be posted within a week of the meeting date.
How to Request to Present Oral Comments
If you want to present oral comments at the meeting, you must notify the Contact Person at least 10 days in advance and submit a letter of intent, a short description of your organization (if any), and a brief description of your presentation. Only one representative per organization may present, and accepted presentations may be limited to five minutes.
How to Submit Written Comments
Anyone may file written comments with the committee by sending a statement to the Contact Person; the statement should include your name, address, telephone number, and, if applicable, your business or professional affiliation. Both printed and electronic copies are requested for the record.
Requestable Special Assistance for Attendance
Individuals who plan to attend the virtual meeting and need special assistance, such as sign language interpretation or other reasonable accommodations, should notify the Contact Person listed in the notice in advance of the meeting. This ensures accommodations can be arranged for participation on April 23, 2025.

2026-16440, NIH Owned Invention Available for License: Soluble Tissue Factor, a Novel Target, and Antibodies, for Diagnosis, Prevention and Treatment of Thrombosis and Related Conditions
Scientists at the National Cancer Institute (NCI) have discovered a novel therapeutic, diagnostic and prognostic target for thrombosis: Soluble Tissue Factor (sTF). NCI has generated first-in- class antibodies and platform selectively neutralizing pathological coagulation while preserving normal hemostasis. This platform technology can be used to prevent, diagnose and treat pathological thrombosis caused by a variety of clinical conditions-including cancer, sepsis, infectious diseases (e.g., COVID), autoimmune disorders, trauma, heart conditions and inflammatory conditions. It offers a much more sensitive and specific test of thrombosis than the current D-dimer test. It may be applicable to any clinical condition which induces necroptosis, pyroptosis and NETtosis, such as cancer, neurodegenerative disease, ischemia-reperfusion and acute injuries, traumatic injuries, bacterial and viral infections, cardiovascular conditions, and atherosclerosis, inflammatory, autoimmune conditions, and others.
