Federal grants for water infrastructure projects
Applicants may be awarded Community Grants Program funding for the planning, design, and construction of eligible drinking water, wastewater, and stormwater infrastructure projects and water quality protection projects. For a project to be eligible, it must be specifically identified in the Annual Appropriations Acts; the Annual Appropriations Acts also identify the grant authority for the program.
EPA issues preliminary FONSI for Community Grants Program
The EPA has issued a preliminary Finding of No Significant Impact (FONSI) (EPA No. N2025023) based on a Programmatic Environmental Assessment and determined that preparing an Environmental Impact Statement (EIS) is unnecessary for issuing Community Grants Program funding. As stated in the agencies' November 20, 2025 Notice of Proposed Rulemaking (NPRM), the agencies intend for this rulemaking to provide greater regulatory certainty and increase Clean Water Act program predictability and consistency by clarifying the definition of "waters of the United States." After consideration of the public comments received on the NPRM, the agencies are issuing this notice to supplement the NPRM with additional regulatory options on certain aspects of the proposed rule.
