Insurers: Send Terror Risk Data by May 15 Deadline

Published Date: 4/18/2025

Notice

Summary

If you’re an insurer selling commercial property or casualty insurance, the 2025 Terrorism Risk Insurance Program Data Call wants your info on 2024 policies by May 15, 2025. This helps the government keep terrorism insurance available and affordable. You’ll register online, fill out forms, and submit data securely—no surprises, just smooth reporting!

Analyzed Economic Effects

6 provisions identified: 2 benefits, 2 costs, 2 mixed.

Mandatory 2025 TRIP Data Submission Deadline

If you write commercial property or casualty insurance in lines subject to the Terrorism Risk Insurance Program, you must register and submit data covering January 1, 2024 through December 31, 2024 by May 15, 2025 using the data-collection portal. Registration is mandatory and Treasury states that no extensions will be granted.

Small Insurer Exemption Under $10M Premiums

If your company qualified as a Small Insurer and had less than $10 million in TRIP-eligible direct earned premiums in 2024, your company is exempt from the 2025 TRIP Data Call. Captive Insurers and Alien Surplus Lines Insurers are not eligible for this $10 million exemption.

Small Insurer Classification Thresholds

For the 2025 Data Call, an insurer qualifies as a Small Insurer if its 2023 policyholder surplus was less than $1,000,000,000 and its 2023 direct earned premiums in TRIP-eligible lines were less than $1,000,000,000. Small Insurer status determines which reporting template you must use and whether you may qualify for the $10 million exemption.

Workers' Compensation Data Aggregation

For the 2025 Data Call, NCCI, California WCIRB, and the NYCIRB will provide workers' compensation premium and payroll data to Treasury so reporting templates will not require insurers to re-submit those workers' compensation elements. However, insurers that write only workers' compensation policies must still register for the data call and provide general company information and data related to private reinsurance.

Reduced Geographic Exposure Reporting Lines

For Alien Surplus Lines Insurers, Captive Insurers, and Non-Small Insurers, the Geographic Exposures (US) Worksheet has had a number of lines eliminated for the 2025 Data Call, which Treasury says will reduce reporting burden. Small Insurers do not complete the Geographic Exposures (US) Worksheet.

New Modeled Loss Questions for Larger Insurers

The 2025 Reinsurance Worksheet adds a new modeled loss scenario that must be completed by Non-Small Insurers, Alien Surplus Lines Insurers, and Captive Insurers. Small Insurers will continue to complete a separate Reinsurance Worksheet that does not contain modeled loss questions.
