The service is voluntary and would be available to any prospective User who chooses to use it.

If you are a market participant using NYSE colocation at the Mahwah Data Center, NYSE (through FIDS) would offer to contract for managed IT services on your behalf and charge you the managed services provider's fees plus a 10% service fee payable to FIDS. The managed services option is voluntary and would be available to any prospective User who chooses to use it.
