Presidential Document
Summary
Starting soon, foreign visitors will pay a bit more to enter our national parks, while U.S. residents will enjoy better prices and improved services. The extra money collected will help fix park facilities and make visits more fun and accessible for everyone. This plan aims to keep our parks beautiful and welcoming for generations to come, with new actions rolling out after July 2025.
Analyzed Economic Effects
6 provisions identified: 3 benefits, 2 costs, 1 mixed.
Higher Park Entrance Fees for Nonresidents
The Secretary of the Interior will develop a strategy to increase entrance fees and recreation pass fees for nonresidents in parts of the National Park System that charge those fees, as defined in 16 U.S.C. 6801. The order was signed July 3, 2025 and directs the Department to implement these increases for nonresidents where applicable.
Higher Prices on ‘America the Beautiful’ Passes
The Secretary of the Interior, working with the Secretary of Agriculture as appropriate, is directed to increase the sale prices of the America the Beautiful Pass (National Parks and Federal Recreational Lands Pass) and any site-specific or regional passes for nonresidents. This change applies to nonresident purchasers as part of the broader fee increases directed by the order signed July 3, 2025.
Fee Revenue Must Fund Park Upgrades
Any increased fee revenue generated from the nonresident fee changes must be used to improve infrastructure or otherwise enhance enjoyment of or access to Federal recreational areas, consistent with 16 U.S.C. 6807. The order ties new fee revenue directly to investment in park facilities and visitor experience.
Improving Services and Affordability for U.S. Residents
The Secretary of the Interior, working with the Secretary of Agriculture as appropriate, shall take steps to improve services and affordability for United States residents visiting national parks, consistent with applicable law. The order explicitly directs actions to make park visits more affordable and improve services for U.S. residents.
Preferential Access for American Residents
The Secretary of the Interior shall review recreational access rules, rescind rules that unnecessarily restrict recreation, and take appropriate actions to grant American residents preferential treatment with respect to remaining recreational access rules, including permitting or lottery rules. The review will especially scrutinize rules or restrictions promulgated during the prior administration.
Implement Legacy Restoration Fund and Expand Capacity
The Secretary of the Interior shall review the National Park Service maintenance backlog and take all appropriate action to fully implement the National Parks and Public Land Legacy Restoration Fund established in the Great American Outdoors Act (Public Law 116-152), invest in park infrastructure, and increase visitor capacity. The order directs use of the Fund and other actions to address maintenance and capacity.
