President Orders Feds to Hire Less, Do More – Shocker!

Published Date: 10/20/2025

Presidential Document

Summary

The President’s new order keeps federal hiring tight and smart, making sure only essential jobs get filled or created. This affects all federal agencies and focuses on keeping the workforce lean while prioritizing key areas like national security and public safety. These rules start right away and aim to save taxpayer money by hiring fewer people but getting more done.

Analyzed Economic Effects

4 provisions identified: 2 benefits, 2 costs, 0 mixed.

Government-wide Civilian Hiring Freeze

No Federal civilian position that is vacant may be filled, and no new civilian position may be created, except as provided in the order or required by law. This rule applies to all executive departments and agencies and takes effect with the order signed October 15, 2025.

Plans to Cut Contractors and Staff Redundancy

Each agency must prepare an Annual Staffing Plan within 60 days (and annual plans thereafter) to improve efficiency, eliminate duplicative functions, and reduce unnecessary or low-value contractor positions. Agencies must submit quarterly updates beginning with the second quarter of fiscal year 2026 showing progress on these plans.

Benefit Programs Protected from Cutbacks

The order states it shall not adversely impact the provision of Social Security, Medicare, or veterans' benefits. This protection is included as a general provision of the order signed October 15, 2025.

Exemptions for Security and Enforcement Roles

Positions related to immigration enforcement, national security, or public safety are exempt from the hiring limits and may be filled despite the hiring restriction. The order also exempts certain non-career and Presidential appointment positions as listed in Section 3.
