Presidential Document
Summary
This new order helps people who own homes by making it easier and cheaper to cancel mortgage insurance when they’ve built enough equity. Starting soon, mortgage companies will use smart tech to check home values automatically and cut costs for homeowners without extra hassle. This means more savings and less paperwork for many Americans trying to keep their homes affordable.
Analyzed Economic Effects
4 provisions identified: 4 benefits, 0 costs, 0 mixed.
Automatic Cancellation of Mortgage Insurance
If you have a single-family mortgage owned, guaranteed, or securitized by Fannie Mae or Freddie Mac (the Enterprises) that is made after the pilot program begins, the Enterprises will periodically review your loan using automated valuation models to see if you meet equity and other requirements for mortgage-insurance cancellation. If you meet the Program's criteria, your mortgage insurance may be canceled proactively, and servicers will be asked to notify you and to reduce appraisal and paperwork requirements.
Task Force to Speed Factory-Built Homes
A Task Force on Manufactured Housing Innovation will be created and must submit recommendations within 180 days of the order to promote modern manufacturing methods for manufactured and factory-built homes. The Task Force will seek ways to standardize specifications, certifications, reciprocal recognition of approvals, reduce duplicative Federal reviews, use Federal financing and procurement to encourage production, and evaluate conditioning Federal grant funding to incentivize State and local adoption of standardized permitting.
Lower Title Costs for Refinancing
The Federal Housing Finance Agency may expand a title-acceptance program so Fannie Mae and Freddie Mac can accept an automated title review instead of a lender's title insurance on eligible refinance transactions nationwide. The expansion may extend eligibility above an 80% loan-to-value ratio, certify more title-assessment providers, waive appraisals and income re-verification for certain limited cash-out refinances, and require that resulting cost savings be passed through to borrowers.
Reduced USDA and VA Direct Loan Rates
The Secretary of Agriculture and the Secretary of Veterans Affairs are directed, consistent with law and available appropriations, to reduce interest rates charged on single-family home loans made directly by their departments. This applies to direct loans from those departments and is to be done within applicable statutory authorities.
