NHBS Continues Three-Year Surveillance
The CDC is requesting approval to continue the National HIV Behavioral Surveillance (NHBS) for a three-year period, collecting standardized HIV-related behavioral data from persons at risk in 21 Metropolitan Statistical Areas (MSAs). The data are meant to identify met and unmet prevention needs and to inform local, state, and national HIV prevention programs.
Participants Offered Free HIV Testing
All persons interviewed as part of NHBS will be offered an HIV test and will participate in a pre-test counseling session at no cost. This testing offer applies to respondents interviewed in the 21 selected MSAs during the survey periods.
Time Burden: 3,398 Annual Hours
CDC estimates the NHBS will require a total of 3,398 annual burden hours and states there is no cost to respondents other than their time. Screening is estimated at 3/60 hour for 13,125 persons, and behavioral assessments are estimated at 13/60, 17/60, and 15/60 hour for the three respondent groups respectively.
Sampling Rotates by Risk Group Yearly
CDC will rotate data collection so that in Year 1 it interviews men who have sex with men (MSM), in Year 2 persons who inject drugs (PWID), and in Year 3 heterosexually active persons at increased risk (HET). That means only one of those risk groups is surveyed in any given year across the 21 MSAs.

For Vietnam Administration of Medical Services (VAMS), the award is approximately $2,000,000 for Federal Fiscal Year (FFY) 2026, with an expected total funding of approximately $10,000,000. For National Institute of Medical Research (NIMR), the award is approximately $2,000,000 for FFY 2026, with an expected total funding of approximately $10,000,000. For ASEAN+3 FETN Foundation, the award is approximately $500,000 in FFY 2026, with an expected total funding of approximately $2,500,000. The total 5-year period amount for the three recipients is $22,500,000, subject to the availability of funds. Funding amounts for years 2-5 will be set at continuation. The Centers for Disease Control and Prevention (CDC), as part of its continuing effort to reduce public burden and maximize the utility of government information, invites the general public and other Federal agencies to take this opportunity to comment on a continuing information collection, as required by the Paperwork Reduction Act of 1995. This notice invites comment on the National Health Interview Survey (NHIS). This Extension is designed to include the continuation of current questionnaire content and data collection operations in 2027, as well as a systemic redesign of the NHIS to be implemented in 2028.

The STAC consists of 17 members including experts in fields associated with occupational medicine, pulmonary medicine, environmental medicine, environmental health, industrial hygiene, epidemiology, toxicology, and mental health, and representatives of WTC responders as well as representatives of certified-eligible WTC survivors.
