Published Date: 11/24/2025
Notice
Summary
The Department of Veterans Affairs is asking for public feedback on two insurance-related rules that contractors must follow when providing health care services. These rules make sure contractors have the right insurance before starting work, helping protect everyone involved. Comments are open until December 24, 2025, and there’s no change in costs or paperwork from before.
Analyzed Economic Effects
3 provisions identified: 1 benefits, 2 costs, 0 mixed.
Healthcare contractors must show insurance
If you contract with the VA to provide nonpersonal health care services, the VAAR clause 852.237-70 requires you, when requested before award, to furnish evidence that your firm and all health-care providers are insurable and, before starting services, to provide Certificates of Insurance showing the types and amounts required. The agency estimates 1,500 respondents for this clause, 750 total annual burden hours, an average burden of 30 minutes per respondent, and a frequency of one response per contract awarded.
Vehicle/aircraft contractors must show insurance
If you bid on VA solicitations for vehicle or aircraft services, VAAR clause 852.228-71 requires you, prior to contract award, to provide evidence (a certificate from your insurer) that your firm has the types and amounts of insurance required by the solicitation. The VA estimates 500 respondents for this clause, 250 total annual burden hours, an average burden of 30 minutes per respondent, and a frequency of one response per contract awarded.
Information collection reinstated without change
The VA is submitting these VAAR insurance information collections (OMB Control No. 2900-0590) to OMB as a reinstatement without change. Comments are being accepted through December 24, 2025, and the submission is explicitly a reinstatement without change of a previously approved collection.
