Records Now Shareable with New Users
The Railroad Retirement Board added new categories of routine users who may receive your Social Security vouchering records: congressional representatives, contractors, law enforcement, other federal agencies and entities for breach notification, the National Archives, and attorney representatives. Changes to these routine uses become effective after a 30-day public comment period ending January 5, 2026.

The RRB may also disclose information to the Do Not Pay Working System to identify, prevent, or recoup improper payments.

RRB may disclose records to another federal agency or entity when RRB determines the information is reasonably necessary to (1) respond to a suspected or confirmed breach or (2) prevent, minimize, or remedy risk of harm to individuals, RRB systems, the federal government, or national security. Disclosures in connection with a suspected or confirmed breach may be made to assist response or prevention efforts.
Electronic Records Kept Permanently
Electronic records in the Social Security Benefit Vouchering System (storage drives and IBM zCloud storage) are described as continually updated and permanently retained; when electronic media are no longer serviceable they are sanitized in accordance with NIST guidelines.
Benefit Data Shared with Other Benefit Agencies
RRB may disclose benefit rates, entitlement data, and other necessary information to agencies such as the Social Security Administration, Bureau of Supplemental Security Income, federal/state/local welfare or public aid agencies, the Veterans Benefits Administration, and the Department of State to assist in processing applications, verifying continued entitlement, or ensuring continued payment for beneficiaries living abroad.

Under the Privacy Act (5 U.S.C. 552a), individuals have the right to access and contest records about them in this system. To request access or correction, submit a written request with identifying information and a description of the record; the RRB may require proof of identity.
