The rule updates many Domestic Mail Manual sections so mailers must use those lists when putting Line 1 labels on sacks, trays, and pallets.
Where to deposit to claim DSCF/DSCF prices
The rule defines destination and entry facility lists for price eligibility: mailers must deposit at the DSCF/LPC/RPDC facilities listed in L005 (letters), L016 (flats), or L051 (parcels) or at a USPS-designated facility to claim certain DSCF/DSCF prices. For example, Bound Printed Matter can claim the DSCF price when deposited at a DSCF/LPC listed in L016 for flats or L051 for parcels and addressed within that facility's service area.
