Freeze on Changing Dispute Conditions
From the time a request to establish the Board is made until 60 days after the Board submits its report, the parties to the controversy must make no change in the conditions out of which the disputes arose except by agreement of the parties. That no-change period lasts through the 60 days after the Board's report is submitted to the President.
