Agriculture and Defense Supply Priority
On February 18, 2026 the President delegated authority under the Defense Production Act to the Secretary of Agriculture to require performance of contracts and to allocate materials, services, and facilities nationwide to ensure an adequate supply of elemental phosphorus and glyphosate-based herbicides. The order notes there is only a single domestic producer and that more than 6,000,000 kilograms of elemental phosphorus are imported annually.
