Two Korean Producers Found No Dumping
If you import heavy walled rectangular welded carbon steel pipe and tube from Dong-a-Steel Co., Ltd. or HiSteel Co., Ltd., Commerce preliminarily found their weighted-average dumping margins were 0.00% for the period September 1, 2023 through August 31, 2024, as announced with applicability on March 20, 2026. That means, for those companies, Commerce preliminarily found no antidumping margin for that review period.
Kukje Faces 35.11% Preliminary Duty Margin
Commerce preliminarily determined a weighted-average dumping margin of 35.11% for Kukje Steel Co., Ltd. for the period September 1, 2023 through August 31, 2024, effective March 20, 2026. If this margin is adopted in the final results, importers of Kukje-made subject merchandise could face antidumping duties at or based on that percentage.
Cash Deposit Rate Rules After Final Results
When Commerce publishes the final results of this review, cash deposit requirements for future shipments will be: (1) DOSCO and HiSteel — equal to the weighted-average dumping margins established in the final results (or zero if the rate is less than 0.50 percent); (2) previously reviewed companies not in this review — their most recently published company-specific rate; (3) exporters not covered but whose producer is covered — the producer's most recent rate; and (4) all other producers/exporters — 3.24% (the all-others rate). These deposit requirements take effect for shipments entered or withdrawn from warehouse for consumption on or after the date of publication of the final results.
Automatic Assessment at 3.24% in Certain Cases
Commerce will apply its automatic assessment practice to entries of subject merchandise produced by DOSCO or HiSteel for which the producer did not know the merchandise was destined for the United States; in such cases Commerce will instruct CBP to liquidate those entries at the all-others rate of 3.24% if there is no rate for the intermediate company(ies).
Review Rescinded for NEXTEEL (No Suspended Entries)
Commerce rescinded this administrative review with regard to NEXTEEL Co., Ltd. because there were no suspended entries of subject merchandise produced or exported by NEXTEEL during the period September 1, 2023 through August 31, 2024. For NEXTEEL, Commerce will instruct Customs and Border Protection to assess duties on appropriate entries at the cash deposit rate required at the time of entry.

2026-16859, Amending Procedures for Submissions by Importers of Automobiles Qualifying for Preferential Tariff Treatment Under the USMCA To Determine U.S. Content
In Proclamation 10908 of March 26, 2025, "Adjusting Imports of Automobiles and Automobile Parts Into the United States," the President imposed additional tariffs on imports of specified automobiles and automobile parts to eliminate the threat to national security posed by such imports. That Proclamation also provided that for automobiles that qualify for preferential tariff treatment under the United States-Mexico-Canada Agreement (USMCA), importers of such automobiles may submit documentation to the Secretary of Commerce (Secretary) identifying the amount of U.S. content in each model imported into the United States. In a Federal Register Notice published on May 20, 2025, "Procedures for Submission by Importers of Automobiles Qualifying for Preferential Tariff Treatment Under the USMCA to Determine U.S. Content," the Department of Commerce (Department) established procedures for submission and review of such documentation. This Notice amends those procedures to conform those procedures with the submission timelines for medium- and heavy-duty vehicles, consistent with Proclamation 10984 of October 17, 2025, "Adjusting Imports of Medium- and Heavy-Duty Vehicles, Medium- and Heavy-Duty Vehicle Parts, and Buses Into the United States."
2026-16881, Phosphate Fertilizers From the Russian Federation: Notice of Court Decision Not in Harmony With the Results of Countervailing Duty Administrative Review; Notice of Amended Final Results
On August 12, 2026, the U.S. Court of International Trade (CIT) issued its final judgment in Archer Daniels Midland Co v. United States, Consol. Court no. 23-00239, sustaining the U.S. Department of Commerce (Commerce)'s second remand results pertaining to the administrative review of the countervailing duty (CVD) order on phosphate fertilizers from the Russian Federation (Russia) covering the period of review (POR) November 30, 2020, through December 31, 2021. Commerce is notifying the public that the CIT's final judgment is not in harmony with Commerce's final results of the administrative review, and that Commerce is amending the final results with respect to the countervailable subsidy rate assigned to Joint Stock Company Apatit (JSC Apatit).
