If you are seeking approved integrated circuit (IC) designer status, the deadline to submit your application was extended to December 31, 2026. The rule replaces the prior April 13, 2026 date in Note 1 to ECCN 3A090.a and is effective April 7, 2026.

180-day temporary authorized status

Applications received by December 31, 2026 may result in applicants being considered authorized IC designers for 180 days. This temporary status is tied to the application timing described in the rule.

More applications and paperwork expected

BIS estimates the extension will generate an increase of 75 advisory opinions (adding 38 burden hours) under OMB Control Number 0694-0088; an increase of 20 approved IC designers and 385 burden hours under OMB Control Number 0694-0137; and an increase of 100 Automated Export System (AES) submissions with 5 added burden hours under OMB Control Number 0607-0152. Changes under OMB Control Number 0694-0096 are not expected to change burden hours.
