New HTSUS Subheading Exempts Non‑metal Imports

Starting April 6, 2026, a new HTSUS subheading 9903.82.01 covers articles listed in subparts (c)(i)-(x) of U.S. Note 16 that do not contain any aluminum, steel, or copper. If you import these goods, you should use heading 9903.82.01 so the duties imposed by Presidential Proclamation 11021 do not apply. This applies to goods entered for consumption, or withdrawn from warehouse for consumption, on or after 12:01 a.m. Eastern Time on April 6, 2026.

Tata Steel U.K. Treatment Extended to 2028

U.K.-origin steel articles made by Tata Steel UK with the reported country of melt and pour listed as the Netherlands can continue to be imported under the lower section 232 U.K.-origin steel tariff rate and declared under Heading 9903.82.04 until January 1, 2028. These Tata Steel UK articles may also count toward the 95 percent melted-and-poured requirement under note 16(d) for Headings 9903.82.04 and 9903.82.05 until January 1, 2028.
