No Extra Duties on Indian Steel Rods: Review Wraps Up Clean

Published Date: 4/10/2026

Notice

Summary

The U.S. Department of Commerce reviewed carbon and alloy steel threaded rods from India and found that Mangal Steel Enterprises didn’t sell them at unfairly low prices from April 2023 to March 2024. This means no extra duties will be charged, keeping prices steady for U.S. buyers. The final decision took a bit longer due to government shutdown delays but is now official as of April 10, 2026.

Analyzed Economic Effects

4 provisions identified: 3 benefits, 1 costs, 0 mixed.

Importer Certificate and Double Duty Risk

Importers must file a certificate regarding the reimbursement of antidumping duties prior to liquidation of the relevant entries during the period April 1, 2023 through March 31, 2024. If importers fail to file the certificate under 19 CFR 351.402(f)(2), Commerce may presume reimbursement occurred and assess double antidumping duties.

No Antidumping Duty for Mangal

The Department of Commerce found that Mangal Steel Enterprises had a weighted-average dumping margin of 0.00 percent for carbon and alloy steel threaded rod for the period April 1, 2023 through March 31, 2024. That means Mangal's imports will be treated without antidumping duties based on this review, effective as of April 10, 2026.

Liquidation Instructions and Timing

Commerce intends to instruct U.S. Customs and Border Protection to liquidate Mangal's entries without regard to antidumping duties no earlier than 35 days after this Federal Register publication. If a timely summons is filed at the U.S. Court of International Trade, CBP will be directed not to liquidate relevant entries until the 90-day statutory injunction period has expired.

Cash Deposit Rate Set at 0.00%

For shipments of the subject merchandise entered or withdrawn for consumption on or after the publication date of these final results, the cash deposit rate for Mangal will be equal to the weighted-average dumping margin established in this review (0.00 percent). The all-others rate will continue to be 0.00 percent as established in the original investigation.
