India Shrimp Firms Dodge Duty Review for Zero Shipments

Published Date: 4/10/2026

Notice

Summary

The U.S. Department of Commerce started reviewing import duties on frozen shrimp from India for 2024-2025 but decided to stop reviewing some companies because they didn’t import any shrimp during that time. This means fewer companies face extra checks, speeding up the process and focusing on those who actually shipped shrimp. The changes take effect April 10, 2026, helping keep trade fair and smooth.

Analyzed Economic Effects

4 provisions identified: 1 benefits, 3 costs, 0 mixed.

Importer Certificate Requirement Reminder

Importers are reminded they must file a certificate regarding the reimbursement of antidumping duties prior to liquidation of the relevant entries during this review period under 19 CFR 351.402(f)(2). If importers fail to file this certificate, Commerce may presume reimbursement occurred and assess doubled antidumping duties.

Duties Assessed At Cash Deposit Rates

For the companies for which the review is rescinded, Commerce will instruct U.S. Customs and Border Protection to assess antidumping duties on appropriate entries at rates equal to the cash deposit of estimated antidumping duties required at the time of entry or withdrawal from warehouse for consumption. Commerce intends to issue those assessment instructions no earlier than 35 days after publication of this notice (publication date April 10, 2026).

Rescission for Listed Indian Exporters

Commerce rescinded the antidumping duty administrative review for the companies listed in Appendix I because those companies had no reviewable, suspended entries of certain frozen warmwater shrimp during the period February 1, 2024 through January 31, 2025. The rescission for those companies is effective April 10, 2026.

Some Companies Remain Under Review

Companies listed in Appendix II remain subject to the ongoing administrative review of the antidumping duty order on certain frozen warmwater shrimp for the period February 1, 2024 through January 31, 2025. Commerce initiated the review covering 391 companies on March 28, 2025, and the listed Appendix II firms must continue to participate in that review process.
