Price Changes Effective July 12, 2026

The USPS filed price adjustments that would take effect on July 12, 2026. If you send or handle domestic First-Class Mail, USPS Marketing Mail, or Periodicals, expect changes to pricing and mailing standards and you can submit comments by May 14, 2026.

Restructure Outside-County Periodicals Pricing

USPS proposes simplifying Outside-County Periodicals pricing by eliminating bundle and container rates, expanding SCF Pallet and 5-digit/Direct Container discounts to Periodicals, pricing nonmachinable flats like parcels, and eliminating ADC entry for Periodicals.

Heavier Marketing Mail Flats Allowed

The USPS proposes to raise the maximum weight for USPS Marketing Mail flat-shaped pieces from 16 ounces to 20 ounces, and to raise Carrier Route flat maximums to 24 ounces. The proposal also introduces a Heavy Printed Matter (HPM) category for Marketing Mail parcels with a 15-pound weight limit for Commercial/Nonprofit non-fulfillment pieces.

Barcode Quality Fee for Market Dominant Parcels

The Postal Service proposes a package barcode quality noncompliance fee for Market Dominant parcels (excluding Periodicals parcels and Heavy Printed Matter) that mirrors the existing fee for Competitive parcels. Mailers with parcels that fail the published barcode quality criteria may face this fee.

Change Pricing for Bound Printed Matter

The Postal Service proposes to change pricing for presorted and Carrier Route Bound Printed Matter (BPM) flats and parcels by eliminating pound-based pricing and applying piece prices in weight increments from 1 to 15 pounds based on entry (None/Origin, DSCF, or DDU).

Remove ADC/AADC Rate Categories

The Postal Service proposes to eliminate ADC/AADC rate categories for First-Class Mail, USPS Marketing Mail, and Periodicals and replace ADC/AADC entry with 3-digit rates. Nomenclature like "Mixed ADC", "Mixed AADC", and "Mixed NDC" would be relabeled simply as "Mixed."

Discounts Extended to Heavy Printed Matter

The Postal Service proposes to extend 5-digit/Direct Container and SCF Pallet discounts to Heavy Printed Matter Presorted and Carrier Route parcels. Nonpresorted Heavy Printed Matter parcels would not be eligible for these discounts.

Combine First‑Class Cards and Letters Minimum

Currently, First-Class Mail cards and letters mixed in a mailing must meet separate minimum presort volumes of 500 pieces each. The Postal Service proposes allowing any combination of First-Class cards and letters that totals 500 or more pieces to qualify for presort pricing, so long as they are presented together on the same postage statement.

Eliminate Bundling for Marketing Mail Flat Trays

USPS proposes to eliminate bundling for USPS Marketing Mail automation and nonautomation flats prepared in flat trays, to align mail preparation with current processing operations.

New 2027 Mailing Promotions Added

The Postal Service plans a 2027 Promotions Calendar with postage discounts for mailers who apply certain treatments or integrate technology. Two new promotions—Impact Messaging and Direct Mail Discovery—are being introduced to give mailers opportunities for postage discounts.

Marking Requirements for Heavy Printed Matter

The DMM revisions add required mailpiece markings: "Heavy Printed Matter" or "HPM" and "Nonprofit Heavy Printed Matter" or "Nonprofit HPM." Heavy Printed Matter carrier route price mail must also include the marking "Carrier Route Presort" (or "CAR-RT SORT").
