The Commission adopted rules requiring stations to file an application for modification of license on FCC Form 2100, Schedule D under 74.787(a)(1)(ii) and 74.787(a)(2)(ii) when changing their community of license or when changing designation between services. These filings implement changes adopted in the December 19, 2025 Report and Order (FCC 25-84).

Schedule F Filing Time and Cost Burden

The revised FCC Form 2100, Schedule F is estimated to affect 95 respondents with 395 total responses, each taking about 2.0 hours, for a total annual burden of 380 hours and an annual cost of $40,375. Responding is required to obtain or retain benefits related to Class A and related station authorizations.

Class A Stations Must Use Schedule F for Modifications

Under rules adopted in the December 19, 2025 Report and Order (FCC 25-84), Class A stations must file an FCC Form 2100, Schedule F when seeking to change their community of license (see 73.6002(b)(2)), and Class A stations requesting to downgrade to low power television (LPTV) status must file a modification on Schedule F rather than a letter (see 73.6001(d)).
