Published Date: 4/16/2026

Notice

Summary

The EPA is updating how it handles certain financial records to follow new government rules. This affects anyone involved with EPA’s money tracking, like debts and travel costs. The changes kick in April 16, 2026, with a chance to comment until May 18, 2026—no big costs, just smoother record-keeping and clearer contact info for privacy questions.

Analyzed Economic Effects

6 provisions identified: 1 benefits, 5 costs, 0 mixed.

Treasury Access for Fraud Prevention

If you owe or are owed money by the EPA, the EPA can disclose your records to the U.S. Department of the Treasury to identify, prevent, or recoup fraud and improper payments. That routine use is scheduled to become effective May 18, 2026, and the system modification is effective April 16, 2026.

Debt Collection Agency Sharing

EPA may disclose limited debtor information — including name, address, Social Security number, amount, status, and the agency/program — to debt collection agencies under contract solely for collecting debts owed to the Agency. That routine use is part of the modified system and is effective May 18, 2026.

Do Not Pay Checks via Treasury

EPA may disclose information to the U.S. Department of the Treasury for review through the Do Not Pay Working System to identify, prevent, or recoup improper payments to applicants or recipients of Federal funds, including those disbursed by states. This disclosure practice is effective May 18, 2026.

Credit Reporting Agency Disclosure

Under 5 U.S.C. 552a(b)(12), EPA may disclose records from this system to consumer reporting agencies (as defined in the Fair Credit Reporting Act) or under the Federal Claims Collection Act. The notice makes this disclosure authority explicit as part of the system.

Sensitive Data Stored and Retained

EPA's Compass Financials stores sensitive personal data such as names, addresses, Social Security numbers, and banking information to support electronic funds transfers. Records are retained for 6 years and 3 months after final payment, and Superfund cost recovery records are retained more than 30 years after completion of cost recovery at the site.

Moderate Security Safeguards Applied

EPA states that Compass Financials IT applies security controls commensurate with a 'moderate' confidentiality, integrity, and availability rating using NIST Special Publication 800-53 Revision 5. Technical safeguards include password protection and TLS for electronic communications.
