USPS Proposes International Mail Price Increases This Summer
Published Date: 4/16/2026
Proposed Rule
Summary
Starting July 12, 2026, the Postal Service plans to change prices for international mailing services, including First-Class Mail International. They’re also proposing to remove a Customs Clearance and Delivery Fee for certain inbound letters and flats, which could save some money. If you use or send international mail, these updates will affect you, and the Postal Service wants your feedback by May 18, 2026.
Analyzed Economic Effects
3 provisions identified: 1 benefits, 2 costs, 0 mixed.
Higher Prices for First‑Class International Mail
Starting July 12, 2026, prices for single-piece First‑Class Mail International postcards, letters, and flats will rise by about 2.7%. A single-piece postcard will cost $1.75 worldwide, the nonmachinable letter surcharge stays $0.49, and the rule lists new per-piece letter and flat prices by weight (for example, some letter prices shown include $1.75, $2.35, $2.95, $3.50; many flat prices range from $3.30 up to $18.55).
Elimination of Some Customs Clearance Fee
The Postal Service proposes to eliminate the Customs Clearance and Delivery Fee for Inbound Letter Post letters and flats because dutiable items should not be placed in UPU small letters (P) or large letters (G) formats. This change would remove that fee for the affected inbound letter and flat formats.
Higher Fees for Certain International Extra Services
The Postal Service plans to raise prices for certain international extra services effective July 12, 2026. Listed fees include Certificate of Mailing (individual article $2.55; bulk first 1,000 pieces $14.25, each additional 1,000 $1.80), Registered Mail $25.00, Return Receipt $7.20, and International Business Reply Service (cards $2.65; envelopes up to 2 ounces $3.30).
