Old Homeless Program Rules Removed

HUD removes the Shelter Plus Care regulations at 24 CFR part 582 and the Supportive Housing regulations at 24 CFR part 583 and consolidates those programs under the Continuum of Care (CoC) program at 24 CFR part 578. This change takes effect May 20, 2026, and means organizations that run homeless assistance projects will follow the CoC rules; HUD states no new funding is provided and specific Shelter Plus Care and Supportive Housing funds are no longer available.

Pre‑2012 Grants Kept Eligible for Renewal

Awards made under title IV of the Act as in effect before August 30, 2012 are eligible for renewal in the Continuum of Care program even if they would not be eligible for a new grant, so long as they continue to serve the same population and the same number of persons or units as shown in their most recently amended grant agreement signed before August 30, 2012. Grants will be renewed only if the Continuum certifies there is a demonstrated need for the project and HUD finds the project complied with program requirements applicable before August 30, 2012.
