If you care for a baby, infant swings must carry new on-product warnings such as "Babies have suffocated when swings are used as a sleep product" and "Never use blankets or swaddles when using this product," and a separate front-facing warning label is required. Swings Used as Sleep Products Must Follow Bassinet Rules

The revised standard clarifies that swings in the rest (non-rocking) position intended to provide sleeping accommodations are out of scope for ASTM F2088-25 and must comply with ASTM F2194 (bassinets and cradles). This change takes effect July 25, 2026 to ensure sleep products are evaluated under the correct sleep-safety standard.

Federal Standard Preempts State Requirements

Once ASTM F2088-25 takes effect as the CPSC mandatory standard on July 25, 2026, federal law prevents states or localities from having different requirements addressing the same risk of injury unless those state requirements are identical to the federal rule. New Visibility Test for Warning Labels

ASTM F2088-25 adds a Suffocation Hazard Visibility Test (section 7.17) that requires placing a newborn dummy in the swing and verifying the required front warning is visible to a standing caregiver, both with and without accessories in place. This test becomes part of the mandatory standard on July 25, 2026 and uses only equipment already required for testing.
