Inbound Parcel Post rate change

Starting January 1, 2027, the Postal Service will apply self-declared rates for Inbound Parcel Post based on amendments to the Universal Postal Convention. The Postal Service must notify the UPU International Bureau of its self-declared rates by May 1, 2026, and the Commission invited public comment by April 23, 2026.

International proof-of-delivery requirement

Beginning in calendar year 2027, designated operators are required to provide an ancillary International Proof of Delivery for inbound parcel post, and the Postal Service has elected a rate for that service to take effect January 1, 2027. The Postal Service may use the Convention-fixed rate or the equivalent domestic charge, and it submitted its elected rate for Commission review with comments due April 23, 2026.
