Pass-the-Test Drivers Can Start Driving Sooner

If FMCSA grants the renewal, a commercial learner's permit (CLP) holder who has passed a CDL skills test could drive a commercial motor vehicle (CMV) without a commercial driver's license (CDL) holder sitting in the front seat while the driver's State processes the CDL paperwork. Covenant Logistics requested a 5-year renewal of this exemption; FMCSA previously granted an exemption effective July 30, 2024 through July 30, 2026.

Fewer Second Drivers Needed; Hiring Continuity

Covenant Logistics says the exemption would let it designate a new driver as on duty and direct that driver to their State of domicile without using a second driver in on-duty status. Covenant Logistics reports it hires about 1,200 new drivers each year through driver training schools and estimates about 2,000 drivers annually would operate CMVs under the requested exemption.

Applicant Says Safety Would Be Maintained

Covenant Logistics asserts the exemption would produce a level of safety greater than without the exemption and says it would ensure a CDL driver remains in the CMV while the CLP holder is driving, though that CDL driver might not be seated in the front passenger seat.
