Faster disability loan discharges for veterans
The Department of Education and the Department of Veterans Affairs are re-establishing a matching program starting June 1, 2026 that helps veterans with title IV loans (Federal Perkins, Direct Loan, FFEL, FISL, or TEACH Grant service obligations) get Total and Permanent Disability (TPD) discharges more quickly. The program lasts 18 months and is intended to make it easier and faster for qualifying borrowers to have their federal student loan balances discharged.
Automatic notice with 60-day opt-out
The Department will proactively send notices to borrowers whom VA has designated as 100 percent service-connected disabled or totally disabled based on individual unemployability. The Department will discharge the borrower's title IV loans no earlier than 61 days after the notice unless the borrower chooses earlier discharge or opts out of the TPD discharge within 60 days of the Department's notification.
VA records accepted instead of VA Statement
The Department will accept VA matched data in place of a borrower's submission of a VA Statement with a TPD discharge application. This change simplifies the TPD discharge process for borrowers by removing the need to submit that particular document when VA data is matched.
Personal veteran records shared between agencies
The matching program will share veterans' name, date of birth, Social Security number, 100 percent disabling service-connected or unemployability rating, and disability determination date between VA and the Department of Education. These records are used to identify veterans eligible for TPD discharges of title IV loans.
