Waiver of Pipeline Odorization Rules

If PHMSA grants the special permit, Texas Gas Transmission (TGT) may be allowed to waive the odorization requirement in 49 CFR 192.625(b) for 14 pipeline segments totaling about 0.72 miles (3,787 feet) of 16-inch natural gas transmission line in DeSoto County, Mississippi. Twelve segments (0.56 miles / 2,983 feet) are in Class 3 locations and two segments (0.15 miles / 804 feet) are in Class 2 locations; TGT says odorizing the gas would adversely affect a power plant's performance and efficiency. PHMSA has proposed conditions to address safety, applied a categorical NEPA exclusion, and is accepting public comments through May 26, 2026.
