NRC Phone-Only Reporting Requirement

If you operate hazardous liquid or carbon dioxide pipelines, you must provide immediate notice of certain accidents to the National Response Center by telephone at 800-424-8802 (or 202-267-2675 in Washington, DC). Electronic incident notifications to the NRC are removed from 49 CFR 195.52(b); this change is effective August 3, 2026.

Agency Certifies De Minimis Costs

PHMSA certified that the rule imposes no new substantive requirements and that total costs to the regulated community will be de minimis. PHMSA states the Regulatory Flexibility Act does not apply and the rule does not create unfunded mandates; PHMSA also calls this a deregulatory action.
