No more fax for special permits

If you operate pipelines and apply for special permits, you can no longer fax those requests starting August 3, 2026. You must submit new special permit requests, renewals, or emergency special permit requests by email to specialpermits@dot.gov or by express mail/overnight courier to the Associate Administrator for Pipeline Safety at 1200 New Jersey Avenue SE, East Building, Washington, DC 20590.

Email or mail for abandonment reports

If you operate pipelines and report abandoned or deactivated facilities, PHMSA removed fax options and you must submit such reports by mail to the Office of Pipeline Safety at 1200 New Jersey Avenue SE, Washington, DC 20590-0001 or by email to npms@dot.gov. This change is effective August 3, 2026.

Updated PHMSA contact phone number

PHMSA replaced an obsolete telephone number (202-366-4046) with an operable number, 202-366-4595, in multiple regulatory contact listings. This update takes effect August 3, 2026 and applies to PHMSA contact information in 49 CFR parts 192, 193, and 195.
