Annual Report Deadline Moves to June 15

If you operate gas pipelines, regulated gas gathering pipelines, Type R gas gathering pipelines, underground natural gas storage (UNGS) facilities, or liquefied natural gas (LNG) facilities, the annual report deadline is proposed to change from March 15 to June 15 each year. This applies to the annual reports required in 49 CFR 191.11 and 191.17 and would align gas reporting with the June 15 deadline already used for hazardous liquid pipelines.

Estimated $1M Annual Industry Cost Savings

PHMSA preliminarily estimates that the 3-month extension will reduce the need for contractor support or operator overtime and will save about $1,000,000 per year across the affected operator community. PHMSA also expects these cost savings may result in reduced costs passed on to the public, since operators often transfer a portion of compliance costs to customers.

NPMS GIS Deadline Extended to June 15

If you operate gas transmission pipelines or LNG facilities, the proposal would move the National Pipeline Mapping System (NPMS) geospatial information submission deadline from March 15 to June 15. PHMSA says submitting NPMS data at the same time as annual reports will likely improve quality by allowing operators to compare submissions.

No Significant Impact on Small Entities

PHMSA certifies that the proposed deadline extension is expected to reduce regulatory burden and, if finalized, will not have a significant economic impact on a substantial number of small entities. The agency states the changes are not expected to impose additional burdens on operators.
