Treasury Can Check HUD Records for Improper Payments

HUD added a routine use authorizing disclosure to the U.S. Department of the Treasury to support the Do Not Pay Working System, and to identify, prevent, or recoup fraud and improper payments as permitted by law. The routine use cites Executive Order 14249 and OMB Memorandum M-25-32.

HUD May Share Data to Make Payments

HUD added a routine use authorizing disclosure of FDM records to the U.S. Department of the Treasury when necessary to support disbursement of funds and related transactions or adjustments. The system stores bank account and routing numbers that may be used for payments.

Sensitive Financial and ID Data Stored with Safeguards

FDM contains names, Social Security Numbers, Taxpayer IDs, bank account and routing numbers, addresses, salaries, and other identifiers. HUD describes safeguards such as encryption via SFTP, PIV card authentication, background checks, role-based access, annual security training, and recertification of user access.

Your HUD Data May Be Shared for Research

HUD added a routine use that allows Financial Data Mart (FDM) records to be disclosed to contractors, grantees, researchers, and similar entities for statistical analysis and research to support program operations, performance monitoring, evaluation, and policy development. HUD says those records "may not be used in whole or in part to make decisions that affect the rights, benefits, or privileges of specific individuals" and the recipient may not further disclose the records in an identifiable form.
