Motus replaces URS on a set timeline
FMCSA launched Motus Phase I on December 8, 2025 for supporting companies and plans to open Motus to all regulated entities in the second quarter of 2026. Motus will replace the current Unified Registration System (URS) and FMCSA expects to issue a rulemaking in Spring 2026 to require Motus for all registrants and to eliminate the listed paper/legacy forms.
You must pass identity verification
All new applicants will be required to pass identity proofing and verification in Motus; applicants need a smartphone or tablet and a valid government-issued ID to complete the process. FMCSA also plans to verify approximately 800,000 existing registrants when they first access Motus.
New business verification to reduce fraud
Motus will implement business verification (FMCSA partnered with CLEAR) to validate legal name, principal place of business, ownership, and official status; FMCSA estimates about 5.5 million annual transactions will require business verification. The goal is to reduce fraudulent or false registrations and unauthorized account access.
Online payments via Pay.gov available
Motus will allow individuals required to register with FMCSA to complete registration online and record payment via Pay.gov for all registration transactions where fees apply. Users can also access Motus via mobile devices or tablets.
Existing forms accepted; expect an 8-business-day review
FMCSA will continue to accept legacy forms (OP-1 series, MCS-150 series, MCSA-5889, OCE-46, BOC-3, etc.) until regulatory changes remove them; customers should expect a minimum initial review and processing time of eight business days for Motus submissions. Form OP-1(MX) remains an exception to consolidation.
