Other Safety Rules Still Effective June 15

All other requirements of the neck float final rule (16 CFR 1250.5) remain effective on June 15, 2026, so neck floats sold on or after that date must meet those performance and labeling requirements even if testing/certification is delayed.

60-Day Testing Deadline Extension

If you manufacture or import neck floats, the deadline to have them tested and certified by a CPSC-accepted third party lab is extended by 60 days — from June 15, 2026 to August 16, 2026 — but only if you first submit a sample of the finished product intended for sale to the Commission.

Testing and Certification Required After Aug 16

Neck floats manufactured after August 16, 2026 must be tested by a CPSC-accepted third party conformity assessment body and the manufacturer must issue a certificate of compliance based on that testing.

No Approved Labs Available Now

The Commission states there are currently no CPSC-accepted third party conformity assessment bodies that can test neck floats to the new requirements, meaning manufacturers currently cannot obtain CPSC-based third party certification until such labs are accepted.
