Antidumping Duties Applied to Two UAE Firms
The Department of Commerce determined that two UAE producers/exporters sold certain steel nails in the U.S. at less than normal value for May 1, 2023 through April 30, 2024. As of May 20, 2026, Commerce assigned weighted-average dumping margins of 81.82% to Master Nails and Pins Manufacturing, LLC/Middle East Manufacturing Steel, LLC and 2.59% to Rich Well Steel Industries LLC.
Cash Deposit Rates for Future Shipments
Upon publication of the final results, cash deposit requirements take effect for shipments entered or withdrawn for consumption on or after the publication date. The cash deposit rates will equal the final review margins for Master (81.82%) and Rich Well (2.59%); the all-others rate remains 4.30%.
Assessment and Liquidation Instructions Timeline
Commerce will direct U.S. Customs and Border Protection (CBP) to assess antidumping duties on appropriate entries covered by this review; importer-specific ad valorem assessment rates were calculated for Rich Well and other rules apply for unreviewed entries. Commerce intends to issue assessment instructions to CBP no earlier than 35 days after publication, and if a timely summons is filed, instructions will direct CBP not to liquidate relevant entries until the 90-day statutory injunction period expires.
Reimbursement Certificate Requirement and Double Duties Risk
Importers must file a certificate regarding reimbursement of antidumping duties prior to liquidation in accordance with 19 CFR 351.402(f)(2). If importers fail to file the certificate, Commerce may presume reimbursement occurred and assess double antidumping duties.
Stated Benefit to U.S. Businesses
The notice states that imposing these antidumping duties will help American businesses compete fairly with the subject UAE producers in the U.S. market. The Department issued these final results for the period May 1, 2023 through April 30, 2024, with applicability beginning May 20, 2026.
